Taylor confirmed the account by the original whistleblower who complained about Trump’s attempt to arrange for a quid pro quo with Ukraine, holding back military aid in exchange for political dirt on his rivals. But unlike the unnamed CIA officer, Mr. Taylor is a seasoned and veteran retired diplomat respected by both parties and over whom Trump has no leverage.
