AB 1400, introduced by Assembly member Ash Kalra, sets in motion a Single Payer healthcare system called Calcare in the nation’s most populous state. An accompanying amendment ACA 11 outlines how the bill would be funded. Already, opponents of a guaranteed healthcare system are sharpening their attacks by questioning the cost and complexity of such a publicly funded healthcare system–this in spite of its popularity among Californians.
