This once-every-ten-years meeting is particularly significant given that there is now a growing consensus among the world’s nations that the global War on Drugs is an abject failure. The drug war, led by the United States, is premised on strict prohibition of drugs and criminalization of drug use and sales. Money has poured into enforcement but the bloodshed, violence, corruption, and incarceration linked to the drug war has only increased.
